Department of Hygiene and Ecology №3

History of the department

An independent department of municipal  hygiene at the Kyiv Medical Institute (KMI) was formed by combining in 1935 the associate professors of sanitary hydrotechnics, geology and meteorology, heating and ventilation, construction equipment, housing and municipal  sanitation, which since 1930 were functioning within the department of general hygiene of the medical institute.

The beginning of the 21st century is a landmark in the history of hygiene and epidemiology in Ukraine, in particular at the Bogomolets National Medical University. In 2020, the 90th anniversary of the creation of the Sanitary and Hygienic Faculty at the KMI (since 1995, O.O. Bogomolets NMU) will be celebrated. During this period there also 85 years since the foundation of the independent department of municipal hygiene at the Metropolitan Higher Medical Institution.

Subbotin Viktor Andriyovych

(01.03.1844-17.09.1898)

The prehistory of these remarkable events begins in 1871, when the Department of Hygiene, Medical Police, Medical Geography and Statistics was established at the Medical Faculty of the Kyiv University of St. Vladimir, headed by Professor Viktor Subbotin from 1893. one of the pioneers of hygiene science and teachers of hygiene in Ukraine and one of the founders of the Russian Society of Public Health.

A future scientist was born in the city of Pryluky, Chernihiv province. In 1867 he graduated from the Medical Faculty of Kyiv University and was left at the Faculty to prepare for scientific activity.

In 1869 he defended his dissertation on the topic “Materials for the physiology of adipose tissue”: Kyiv, 1869), received a scientific degree of Doctor of Medicine and the rank of a private associate professor in the department of hygiene. Then for two years (1869-1871) he went abroad (most of the time – in Germany, the first in Europe Institute of Hygiene in Munich, founded by Max Joseph Pettenkofer (Max von Pettenkofer),

a German naturalist (naturalist), chemist and hygienist; President of the Bavarian Academy of Sciences since 1890), where he was preparing for the professorship.

Returning to Kyiv, Viktor Andreevich organized and headed the Department of Hygiene at the University of Kyiv for more than 20 years (since 1871). He initiated the establishment of a city sanitary commission in 1875 in Kyiv. He was the author of the first textbook on hygiene (1880) and more than 50 scientific works on nutrition physiology, physiology and occupational hygiene, general and municipal  hygiene, medical geography. Scientific works of V.А. Subbotin are mainly devoted to the issues of general and municipal hygiene, first of all the hygiene of hospitals, sanitary protection of reservoirs, in particular from wastewater pollution by the enterprises of the sugar industry.

Considerable pedagogical and research work at the department, active public medical and prophylactic activities were conducted by its managers, well-known hygienists – prof. V.D. Orlov (1893-1914), prof. K.E. Dobrovolsky (1914-1922), prof. O.V. Korchak-Chepurkovsky (1922-1923), prof. V.V. Udovenko (1923-1929), Assoc. F.A. Bashtan (1930-1932). In the 20 years during the time of the department of general hygiene prof. V.V. Udovenko to the further differentiation of the hygiene discipline, Udovenk separated separate specialized departments of hygiene profile: in 1923, the department of social hygiene was established, from which it became a separate department of professional hygiene. Differentiation of hygiene, state character of preventive medicine, expansion of its sphere of activity and, in this connection, necessity of expansion of training of sanitary doctors and epidemiologists became a prerequisite for creation of separate faculty for preparation of preventive doctors: in 1930 in KMI, along a sanitary and hygienic faculty was established with the Faculty of Medicine and Prevention and the Faculty of Maternity and Child Protection.

These events in the life of the KMI took place against the background of making significant state decisions on the improvement of medical and preventive activities. The decree on the sanitary authorities of the republic in 1922 enshrined in law the basic provisions on the sanitary service, its rights and obligations. The People’s Commissariats of Health of the Ukrainian SSR organized sanitary and epidemiological departments, searched for the optimal structure and forms of activity of the institutions of the sanitary and epidemiological service. The first head of such department in Ukraine (1920 – 1922) was the well-known hygienist V.G. Sobolev, who subsequently carried out extensive scientific, organizational and teaching work on hygiene, in particular in Kharkiv. Since 1922 he has been appointed the head of the sanitary unit of the People’s Commissar of the USSR. Marzeyev, who brought to work in the specified department of the most experienced and progressive Zemsky sanitary doctors M.Yu. Brodsky, M.V. Yevmenieva, O.I. Pizheva, S.A. Tomilina, L.D. Ulyanov and others. Since that time, Ukrainian sanitary councils have been convened regularly, with all the medical doctors initially involved, and subsequently, with the growth of the sanitary organization, their representatives. For more than 10 years, prior to the transfer of the USSR People’s Commissariat of Health to Kyiv in 1934, A.M. Marzeev headed the sanitary-and-epidemic service in Ukraine. There was no major sanitary act that he would not participate in. In particular, in 1922, at the congress of sanitary doctors of Ukraine, it was A.M. Marzeyev put forward the idea of the organization on the local sanitary-epidemiological stations (SES), as the main link of the sanitary-epidemiological service. The first SES was established in 1922 in Gomel. Soon, in 1927, in the USSR, and later throughout the former USSR, district, city and oblast SES were established (the latter unfortunately ceased their activity in Ukraine from 2017, and its newly created structure began to fulfill its functions – State Consumer Service).

The main content of the work of the sanitary and epidemiological service in the 20-30’s was the elimination of the negative (severe) sanitary consequences of the civil war, the development and implementation of recommendations for the construction and reconstruction of settlements, the study and rehabilitation of the conditions of life and labor of metallurgical workers and other industries, sanitary supervision of the construction and operation of water and sewage facilities, cleaning of settlements, air quality, etc. Much attention was paid to improving the hygienic education of the population, creating a sanitary asset.

Involvement of sanitary physicians in solving virtually all fundamental issues of design, reconstruction and construction of settlements, industrial enterprises, educational institutions, catering, optimization of working conditions and everyday life has become a common norm of activity of state-owned enterprises and institutions. Due to the large volume of industrial and public construction, the State Union Sanitary Inspectorate (SUSI) was created in 1933 to provide preventative sanitary surveillance.

Thus, in the 1930s a well thought out and well-organized system of state sanitary surveillance was established, which operated on a scientific basis and had real rights. Specialized physicians and epidemiologists, trained at the sanitary faculties of medical universities, began working there.

In 1930, an organizational committee was set up by the KMI to conduct work on the organization of the sanitary and hygienic faculty, chaired by Prof. S.I. Radchenko. It was composed of S.S. Poznansky, M.P. Neschadimenko, S.N. Ruchkovsky, O.V. Korchak-Chepurkivsky et al. The first dean of the faculty was appointed associate professor S.S. Poznański, later (1936-1941) Head of the Department of Municipal Hygiene. The term of study at the faculties of hygiene and hygiene was initially determined in 4 years with the plan of admission to the first course of KMI in 1930 100 people. According to the Decree of the Central Executive Committee of the USSR of September 3, 1934, all five sanitary faculties for the training of sanitary doctors, bacteriologists, epidemiologists and doctors of food sanitation set a five-year term of study with the beginning of the specialization. The first decade of functioning of the sanitary and hygienic faculty of KMI was the years of organizational, educational-methodical and scientific formation of profile departments. In order to train highly qualified personnel of the sanitary and epidemic service, the first programs and curricula were developed, study rooms and laboratories were created and equipped, pedagogical teams of the departments were formed. Practical sanitary doctors are widely involved in teaching at the faculty. Since in the pre-war years the program had a significant share in the basics of sanitary engineering, construction business and technical aspects of occupational safety, then appropriate specialists-engineers were invited to lecture and conduct practical classes. Practical classes using objective methods of instrumental and laboratory research of environmental objects became an obligatory element of the educational process. At the same time, forms of interconnection of profile departments with SES were developed and strengthened as the educational base of the faculty, since such connection was recognized as one of the most important factors of unification of science, practice and educational process in the preparation of specialists in the field of hygiene and epidemiology. In the pre-war years alone, the faculty prepared about 570 highly qualified sanitary and epidemiologist doctors in the country.

In 1930-1932, the Department of General Hygiene at the Kyiv Medical Institute was headed by Fyodor Bashtan. He organized at the department for the needs of the sanitary and hygienic faculty associate courses on the terms of hourly wages. Beginning in 1930, the course of sanitary hydrotechnics was led by professor engineer V.K. Krasnytsky. From 1931 to 1936, the course in geology, hydrology and hydrometeorology was read by Professor S.K. Komarnitsky, Associate Professor Engineer M.I. Kwiatkiwski – a course on the basics of heat supply, heating and ventilation of residential buildings.

Professor F.O. Bashtan
(1894 – 1966)

Fyodor Andreevich himself in the KMI for the first time read an independent course of municipal hygiene for those students of the Faculty of Medicine and Prevention, who in the last year of study passed specialization in sanitary and hygienic specialty (the so-called sanitary bias). The decision to introduce such a specialization in 1922 was made by a nationwide conference on medical education. Among the first graduate students to specialize in sanitary and hygiene and who attended lectures on municipal hygiene were, in particular, Rafail Gabovich, Hayk Khachaturovich Shakhbazyan, Ivan Petrovich Barchenko – well-known hygienists in the future (R.D. Gabovich headed the department of municipal hygiene, then general hygiene, G.H. Shakhbazyan – chair of hygiene at work, I.P. Barchenko – chair of hygiene named after O.O. Bogomolets). It was from the first independent course, read by F.A. Bashtan in 1931, the department of municipal hygiene KMI counts its age. From 1933 to 1941 Fyodor Andreyevich worked as the head of the Soil Hygiene Department of the All-Union Research Institute of Municipal Hygiene in Moscow. He was engaged in hygienic assessment of solid and liquid waste, soil. Actively participated in substantiation of hygienic requirements to the premises of the Verkhovna Rada. During this period more than 25 of his publications were published. From 1941 to 1946 he headed the department of hygiene in Stalinabad, where he continued to deal with municipal hygiene, and from 1946 he headed the department of hygiene of the Chernivtsi Medical Institute.

Therefore, as an independent department, as mentioned above, was formed at the Faculty of Sanitary and Hygiene in 1935. The name of the department, due to objective circumstances, was repeatedly changed to: 1. “General and municipal  hygiene” (Order No. 22 dated 22/02/85); 2) “Public and Radiation Hygiene” (Order No. 247 of 20.11.87); in connection with the reorganization of KMI at the Ukrainian State Medical University. O.O. Bogomolets (in response to the Resolution of the Cabinet of Ministers of Ukraine dated July 7, 92, No. 377) the Department was reorganized into the Department of General and Municipal Hygiene (Human Ecology): Order No. 696-L of 08/18/94); “Municipal Hygiene and Human Ecology” (Order # 183 of 20.11.95); 5) “Municipal Hygiene and Human Ecology with the Hygiene Section of Children and Adolescents” (Order “276 of 25.06.2008); finally 6) “Hygiene and Ecology No. 3” (Order # 151 of 03/15/2017 and the department was subordinated to the O.O. Bogomolets Faculty of Physicians’ Training for Doctors of Armed Forces of Ukraine).

М.В. Євменьєв
(1881 – 1973)

As mentioned above, in the 30’s to provide a more thorough education in the medical and prophylactic disciplines at the Department of Sanitary and Hygiene of KMI created separate profile departments: epidemiology in 1932, municipal hygiene, school hygiene and 19 hygiene. the Department of Municipal Hygiene at KMI was established in 1935. The first head of the department (1935-1936) was elected associate professor Nikolai Evmenyev, in the past Zemsky sanitary doctor. In the 20 years of the twentieth century. worked in the sanitary and epidemiological department of the People’s Commissariat of Health under the direction of A.M. Marzeyev.

From Kyiv MV Yevmenyev moved, by family circumstances, to Dnipropetrovsk (now the city of Dnipro). In 1940-1941 at the Dnipropetrovsk Medical Institute (now the Department of Municipal Hygiene was founded at the Dnipropetrovsk Medical Academy. From that time until 1952, he was its head.

New 1937-1938 the department started on a new base – in the former Anatomicum on the street. Lenina, 37 (now B. Khmelnitsky St., 37), where the Museum of the History of Medicine is functioning today. The department of “Anatomicum” was allocated 2 separate rooms, in which it carried out educational and methodical and scientific work until 1941. The head of the department was known renowned hygienist – associate professor S.S. Poznan, the first dean of the sanitary and hygienic faculty of KMI.

The head of the department read a course of lectures on municipal hygiene for students. Teachers of the department carried out practical and seminars both in the educational laboratories and directly on the objects. Under the guidance of S.S. Poznanskyy at the department was developing scientific research, a feature of which was a close connection with the requirements of practical health care. The interrelation of profile departments with SES, as a training base of the Faculty, was strengthened. It was a period of scientific formation of the department, search of ways and directions of its scientific interests. Teachers and staff of the department, students-students studied in the expedition conditions the quality of drinking water and wastewater, determined the levels of air pollution and so on. During this period the department carried out research works on the following topics: “Sanitary characteristics and requirements for sewage treatment of sanitary passes”, “Pollution of the atmospheric air of Kyiv according to snow samples”, “Underground irrigation as a method of sewage treatment of separately located buildings “,”Street noise in Kyiv and its importance in the design of school buildings”.

In general, in the pre-war period, the scientific activity of the Department of Public Hygiene was characterized by the desire to cover issues that arose from the development of industry and agriculture and concerned the improvement of cities, working villages, rural settlements.

Considering the activity of the department in the second half of the twentieth century, we can distinguish 4 periods of its development, due to the arrival at the department of its leaders – outstanding hygienists of the present, who determined the direction of both pedagogical searches and scientific research of the whole team. The first, post-war, period of activity of the department is closely connected with the name of the honored worker of science, a full member of the Academy of Medical Sciences of the USSR, Alexander Mykytovych Marzeyev (1883-1956).

After the liberation of Kyiv from German occupation, the medical institute was re-evacuated. The activity of sanitary and hygienic faculty and its departments resumed in the KMI. He was elected Head of the Department of Public Hygiene in 1944, as mentioned above, Honored Scientist, Full Member of the USSR AMS Marzeev, who at the same time headed the Institute of General and Municipal Hygiene and the Department of Municipal Hygiene at the Institute for the Improvement of Doctors in Kyiv.

He managed the department for the rest of his life. Near Marzeev O.M. Assistant Professor Izdebsky A.M., Assistants Kryzhanivska M.V. (later Doctor of Medical Sciences, Professors), Ignatieva T.K., Berezovskaya G.M., Gurgenova N.M., Senior Laboratory Chemist Didkivska L.V., PhD student Dudnyk M.P., Kurinny I.L. Malyzhik P.V. – Head. laboratory of water supply of the Institute of General and Municipal Hygiene was involved in conducting practical classes on the basis of hourly wages. Sciences.

Oleksandr Mykytovych Marzyev

(1883–1956)

Oleksandr Nikitovich was born in Nizhny Novgorod. In 1899 he graduated from the Moscow Teachers’ Institute, in 1911 – from the Medical Faculty of Moscow University. As a last-year student, he participated in the fight against the cholera epidemic in the Donbass. Since then, he has devoted his entire life to fighting epidemics, to the cause of sanitary recovery in the country. He worked in Ukraine for 47 years, 20 of them in Kharkiv. He first worked as a Zemsky sanitary doctor of the Verkhnodniprovsky district of Katerynoslav province. During the First World War (1914–1918), he made his way from a military doctor to the chief medical officer of the Romanian Front.

After demobilization he returned to sanitary work in Mariupol. In 1922, he founded the journal “Preventive Medicine”, which was very popular with medical doctors.

Subsequently his pedagogical activity in higher educational establishments of the country began. Since 1931 O.M. Marzeev headed the Ukrainian Institute of Municipal Hygiene, created at his initiative in Kharkiv, while at the same time the Department of Hygiene of the Ukrainian Institute for the Improvement of Doctors and the Department of Municipal Hygiene of Kharkiv Medical Institute. He headed both departments until 1941.

О.М. Марзєєв з колективом кафедри, 1955 р.

After the Great Patriotic War, the Institute of Public Hygiene was transferred to Kyiv. Oleksandr Mykytovych has headed the staff of this institute from the time of its foundation to the last day of his life. He died on February 2, 1956. He was buried in the Lukianivsky Cemetery in Kyiv. After the death of Academician OM Marzeyev was named after the Ukrainian Research Institute of General and Municipal  Hygiene (renamed the O.M. Marzeev Institute of Hygiene and Medical Ecology of the National Academy of Medical Sciences of Ukraine, now the O.M. Marzeev Institute of Public Health of the NAMS Ukraine).

Obviously, the working conditions of the department in the first postwar years were difficult. The area of premises (about 100 m2) is a three-room apartment on the third floor in a three-storey apartment building on the street. Chkalova, 65 (now O. Gonchar, 65), where the department was located, was insufficient. In spite of the difficult situation, the department worked, was equipped with new equipment and devices. The full scope of the curriculum provided lectures, conducted laboratory and practical classes, and accessed the facilities.

Since there were not enough textbooks, A.M. Marzeev worked with all his might to create a textbook on municipal  hygiene. Professors S.S. Anglitsky, M.M. Dantig, V.M. Zhabotinsky, V.M. Maidansky. This first textbook “Municipal  Hygiene” for students of sanitary and hygienic faculties of medical institutes, was created by O.M. Marzeev was released in Moscow in 1951. It was later translated into Polish and Chinese. After a serious operation, shortly before his death, A.M. Marzeev prepared the manuscript of the 2nd edition of the municipal  hygiene textbook, as well as his own memoirs about the activities of a health care physician, which came out in 1965 under the name “Notes of a medical doctor”. The textbook “Municipal  Hygiene” has survived four editions (1951, 1968, 1971, 1979) and has become a book book not only of students of medical institutes, but also of practical sanitary doctors.

  1. O. Marzeyev enjoyed great prestige among hygienists and epidemiologists as well as engineers and architects. He was elected a board member of the Union of Architects of Ukraine, the first chairman of the Ukrainian Scientific Society of Hygienists. But regardless of his position, he considered and called himself a medical doctor.

Due to the urgent needs of eliminating the consequences of the war, reconstruction of destroyed cities, villages, industry, agriculture, as well as in view of perspective plans for the development of economy, national economy, culture, development of new territories, the staff of the department under the direction of OM. Marzeeva worked on the implementation of the Scientific Work: “Destruction of Ukrainian cities during the war and occupation and hygienic conditions for their restoration” and “Destruction of rural settlements in Ukraine during the war and occupation and hygienic bases for their restoration.” Scientific researches were devoted to hygienic assessment of the living conditions of the population of Kyiv, to the study of the efficiency of small quarterly furnaces for incineration, to justify the zone of sanitary protection of the resort of Vorzel. List of 186 works by O.M. Marzeev testifies to the versatile activity and extremely diverse scientific interests of the scientist.

Denis Mykolayovych Kalyuzhny

(1900-1976)

The second period in the activity of the department of municipal hygiene of KMI begins in 1956, when after the death of Acad. O.M. Marzeev was headed by his student – Corresponding Member of the Academy of Medical Sciences of the USSR Honored Worker of Science of the USSR Professor Denis Kalyuzhny.

Having graduated in 1926 from Kharkiv Medical Institute, D.M. Kalyuzhnyi since 1932 worked at the Ukrainian Research Institute of Municipal Hygiene under the direction of O.M. Marzeyev. During the Great Patriotic War (World War II) he was appointed Chief of the Sanitary and Epidemiological Laboratory of the 1st Ukrainian Front.

From 1946 he worked in Kyiv, first as Deputy Director for Science (1946 – 1956), and later as Director (1956-1971) of the Institute of General and Municipal Hygiene named after M.Sc. O.M. Marzeyev and at the same time head of the departments of municipal hygiene of the Kyiv State Institute for the Improvement of Doctors (1946-1956 and 1965-1970) and the Medical Institute (1956-1960). Assistants Kryzhanivska M.V., Ignatieva T.V., Kurinny I.L. worked with the staff of the department together with D.M. Kalyuzhny. and two lab technicians. The topic of scientific research of the department at this time was mainly devoted to the study of the influence of metallurgical plants and chemical industry enterprises on the state of atmospheric air of settlements and public health. Under the direction of D.M. Kaluzhnogo, assistants Kryzhanivska M.V., Ignatieva T.V. performed the Scientific Research “Scientific substantiation of sanitary protection zones for enterprises of the construction industry”. On the basis of these studies, an asphalt-tola plant was built from a residential area in Kyiv. This topic was devoted to the research work of Assistant I.L. Kurynny, born September 20, 1928 in the village of Kamenovatka, Shpolyansky district, Cherkasy region. He graduated with honors from the Kyiv Medical Institute (Faculty of Sanitary and Hygiene) in 1955 and went on to graduate school at the Department of Municipal Hygiene, after which he graduated under the direction of Prof. D.N. Kalyuzhny in 1964 defended his thesis on the topic “To the hygienic justification of sanitary protection zones for mercury plants and ways of improving the atmospheric air in the area of their location.” After defending his dissertation, he became an assistant, and since 1973 an assistant professor of the department. Over the 50 years of his creative activity, Ivan Lavrentievich has published more than 60 scientific papers devoted to the sanitary protection of atmospheric air and living quarters against contamination of their mercury, ozonation of tap water, improvement of higher medical education and educational work of students. Since September 2008 I.L. Churin stopped working at the department in connection with his retirement. On August 5, 2012, Ivan Lavrentyevich died, buried at Berkovets Cemetery in Kyiv.

In general, D.M. Kalyuzhny has published more than 200 scientific works on the sanitary protection of the atmospheric air, hygiene of planning and improvement of settlements, hygienic issues of field deployment of troops. In his work, he revealed the mechanisms of action on the body of a number of air pollutants, patterns of distribution around metallurgical enterprises, impact on the health of the population. These works became the basis of sanitary classification of industrial enterprises and scientific substantiation of the size of sanitary protection zones. Continuing the study of his teacher O.M. Marseev on problems of village hygiene, D.M. Kalyuzhny made a significant contribution to the hygienic justification of forecasts of development, improvement and development of rural settlements of Ukraine, zoning of their territories, taking into account environmental pollution, etc.

So, if in the pre-war and the first post-war years, the main object of scientific study and practical activity of specialists in the field of municipal  hygiene were mainly sanitary-technical aspects of health care (sanitary-technical measures for the improvement of atmospheric air, protection of surface water bodies, improvement of settlements and separately located objects), in the conditions of scientific and technological progress, the study and hygienic regulation of the impact on the health of the population of certain environmental factors and their computations became more relevant. of the lex. The production and increasing use of new chemical plant protection products in agriculture, chemical compounds in industry, construction, everyday life necessitated the study of patterns of migration of these substances in the biosphere, revealing the features of both the general toxic effect of these factors and the long-term effects of their cancerous effects: , mutagenic, teratogenic, embryotoxic, allergenic and other. The problem of hygienic regulation of the content of chemicals in atmospheric air, soil, water, air of living quarters became urgent. The subject of hygiene research is also the physical factors of the environment: electromagnetic radiation, noise-vibration effects, weather and climatic conditions.

The widespread and social importance of cardiovascular, oncological and other diseases of a non-infectious nature necessitated the identification and hygienic study of all exogenous risk factors and their exacerbation. The creative cooperation of specialists in municipal hygiene and oncologists has allowed to obtain new data on the sources and consequences of air pollution and other environmental objects by chemical carcinogens, in particular, polycyclic aromatic hydrocarbons, to summarize the principles of regulation and regulation.

On the basis of new scientific approaches and in close connection with the needs of practical health care, the study of questions on the design and operation of medical establishments, regulation of parameters of microclimate and air environment of public and residential premises, improvement of methods of sewage treatment at different levels of sewage treatment at different levels was intensified. objects. Hygienists, including scientific and pedagogical staff of the department, paid great attention to the problems of village hygiene, namely the conditions of work, life, rest and health improvement of agricultural workers, hygienic regulation of the use of chemical plant protection products. Research was carried out related to space exploration, creation of territorial-industrial complexes, introduction of new technologies. The study of the trace element composition of water and soil, the use of ultraviolet radiation for preventive purposes.

Since 1960 D.M. Kalyuzhny worked as the Director of the General and Colonial Hygiene Research Institute (NII). Mariyev AMS of Ukraine, and the doctor of medical sciences, professor Gabovich Rafail Davidovich, is elected the head of the department of municipal  hygiene.

Thus, the third period in the department’s activity was related to the appointment in 1960 of its head by Professor R.D. Gabovich (1902-2002), who, as mentioned above, specialized in sanitary and hygienic specialization in the last year of study at KMI. the first course of municipal  hygiene, read in 1930/1931. Head of the Department of General Hygiene FA Bashtan. During the time of the leadership of R.D. Gabovich (1960-1968) faculty and teaching staff of the department consisted of 11 people: assistants Kryzhanivska MV, Ignatieva TK, Kurinny IL, Ryazhev BG, Nickberg II.; senior

laboratory technicians Pygid-Zegler N.M., Levyant E.A., Semenchenko Z.M. Professor R.D. Gabovich attracted to the department of promising young staff – assistant, and since 1964 associate professor Goncharuk E.G., graduate students B.P. Suchkova, K.K. Vrochinsky, V.I. Tsipriyana, G.P. Stepanenko, who became famous scientists in the future. Subsequently Professor V.I. Tsiprian headed the chair of nutrition hygiene, and professors B.P. Suchkov and G.P. Stepanenko fruitfully worked at the Department of Propedeutics of Hygiene, Military and Radiation Hygiene (currently this is the Department of Hygiene and Ecology # 1 headed by Corresponding Member of the National Academy of Medical Sciences of Ukraine, Professor Bardov Vasyl Gavrilovich – student of R.D. Gabovich and E.G. Goncharuk).

Experimental orientation of the research in the field of water hygiene, sewage treatment and disinfection, and the study of the hygienic value of the microelement composition of environmental objects has become a leading topic in the scientific topics of the department. One of the directions of the scientific work of the department staff was the research of R.D. Gabovich on the study of the hygienic value of fluoride of drinking water. In the experiment, R.D. Gabovich studied the exchange of fluorine in the body and the effect of water with different concentrations of fluorine on the functional state of organs and physiological systems, as well as on some indicators of the reactivity of the body. He conducted a survey and described the incidence of fluorosis and caries among the population of Ukraine. He first described the outbreaks of epidemic fluorosis in Ukraine and pointed out the relationship between fluoride concentration in drinking water and the clinical picture of fluorosis. R.D. Gabovich made maps of fluoride content in groundwater of Ukraine, justified the need for fluoridation of drinking water and preventive measures to prevent epidemic fluorosis and dental caries. Led by Professor R.D. Gabovich staff of the department, its graduate students and students-students have carried out at this time scientific researches on several topical problems, namely: “Hygienic issues of ozonation of drinking and waste water”, “Hygienic problems of trace elements and fluoridation of drinking water”, etc.

The staff of the department of municipal  hygiene, 1961

R.D. Gabovich wrote a number of monographs, which were highly praised by domestic and foreign specialists. In particular, it is: “Fluoride and its hygienic value” (1957), “Fluoridation and desulfurization of drinking water” (1968), “Fluoride in dentistry and hygiene” (1969, reissued in the USA in 1977) “Hygienic problems of fluorination drinking water” (1978) and others.

Along with this scientific and pedagogical staff of the department, numerous studies on hospital hygiene were conducted.

The results of these studies have caused scientific resonance among hygienists. Professor R.D. Gabovich organized and held the first All-Union Conference on Hospital Hygiene in 1966. As a result of the conference, general directions and methodological approaches were developed to further study this issue. Under the guidance of Professor Gabovich R.D. Associate Professor Kryzhanivska M.V., Assistant Ignatieva T.K. Experienced sanitary doctors of Kyiv city SES Yavdoschuk V.H., Katsen E., Dniprovsky river water pipeline Dunaevsky V.A., Andrusenko D.G. were involved in conducting practical hygiene classes. and departmental laboratory of the Kyiv Department of Water and Sewerage Economy Dobrushina S.I., inspectors of the department of municipal hygiene of the Main Sanitary Administration of the Ministry of Health of the USSR Kortylev S.P., Doroshenko VP, Kucherev V.M.

The team of teachers of the department worked on the creation of textbooks. The material base of the department was constantly growing. Through the efforts of R.D. Gabovich (in 1965 he was the Dean of the Faculty of Sanitary and Hygiene) new 1967-1968. all hygiene departments started on a new base – in the newly constructed and commissioned five-storey sanitary and hygienic building. A separate 5th floor was allocated to the departments of municipal and occupational hygiene for the educational process and research.

The departments of municipal hygiene were allocated premises with a total area of 329 m2, where 6 training and 5 scientific laboratories were equipped. This has helped to improve the organization of both the educational process and research. In the research laboratories of the department, existing experimental models of the ozonator device, models of local sewage treatment plants with underground sewage filtration were created.

The sphere of scientific interests of the department has expanded considerably and the methodological level of research has been enriched, enriched with modern techniques. Along with the traditional, a number of new areas of scientific research have developed. Prof. R.D. Gabovich passed on to students and his students. Bardov M.D., Professor, Honored Worker of Science and Technology of Ukraine, Laureate of the State Prize in Science and Technology of Ukraine, Academician of the National Academy of Science of Higher Education of Ukraine, Professor Omelchuk Serhiy Tihonovich.

So in 1968 Professor Yevhen Goncharuk was elected Head of the Department of Public Hygiene. During this period the scientific topic of the department focused on two main areas: 1) sanitary improvement of rural settlements and separately located objects; 2) development of theoretical bases, methodology and conceptual scheme of normalization of exogenous chemicals in soil.

The experimental direction in pedagogical activity and scientific subject of the department became the leading one. The staff of the department also grew. At the department, together with Evgeniy Gnatovich, assistant professors Kurinny I.L., Rakhov G.M., assistants Tsiprian V.I., Prokopov V.A., Karmazin V.E., Fedorenko Z.P., PhD student Shuliak E.V. worked, Senior laboratory assistant chemist Semenchenko Z.M., 5 preparators. There was a change of generations. New employees arrived at the department. Among them are assistants Derev’yanko Y.A.., Voloshin V.A., Garkavyi S.I., Geets V.I., postgraduate students Avramenko L.M., Spasov O.S. (from Bulgaria), researchers Salata O.V., Nikononok V.A., Shostak L.B., senior laboratory assistants Savina R.V., Zhurba T.V., Tsenilova S.O., Orlova T.I. and other. Many of them now work at research institutes, the Kyiv Medical Academy of Postgraduate Education named after P.L. Shupyka, a practical sanitary and epidemiological service (currently in the departments of the State Consumer Service, whose specialists monitor the observance of sanitary legislation, as well as the laboratory centers of the Ministry of Health of Ukraine).

Scientific researches performed at the department by the students of prof. E.G. Goncharuk, who prepared and successfully defended Ph.D. and doctoral theses during this period (Shuliak E.V, Duchinskiy B.M., Tsiprian V.I., Prokopov V.A., Avramenko L.M., Voloshin V.A, Garkavyi S.I., Salata O.V., Fedosenko M.G., Gaiduk V.P., Polovtsev O.P., Muzychuk N.T., Spasov O.S., Borimsky V.K., Malashevsky V.V., Geyets V.I., Shostak L.B, Prokopovich O,S, Kuznetsov OV, Tkachenko I,I,, A,V, Melenevskaya, M.M. Korshun, Filatova I.M.) dedicated to addressing a wide range of practical issues. Among them are prevention of acute intestinal infections and invasions among the population by sanitary protection of underground sources of economic and drinking water supply and small rivers from domestic and industrial sewage, wastewater treatment and disinfection, including sewage treatment and sanitary facilities, sanitary, sanitary, improvement of the village. At the same time, studies were conducted to prevent acute and chronic poisoning of the population by exogenous chemicals used in agriculture, by scientifically substantiating the maximum permissible content of their soil.

The equipment of the department was replenished with new devices and medical equipment. New modern methods of research were introduced into practical classes. Much attention was paid to the teaching of preventive health surveillance. The following textbooks are published: the course of lectures “Small sewerage”, part 1, 2, (1970), “Precautionary sanitary supervision in civil engineering” (1972), “Fundamentals of preventive sanitary supervision” (1975), the first all-union “Guide to practical classes on municipal hygiene”, which has withstood three editions (Medicine, 1977, 1982, 1990). The staff of the department created 15 new educational projects in all sections of municipal hygiene. With the participation of the head of the department prof. E.G. Goncharuk created and approved the All-Union program on public hygiene for students of the fourth and sixth courses of sanitary and hygienic faculties of medical institutes (M., 1976, 1984). It should be noted that under the latter program, students of higher medical schools in Russia are now studying municipal hygiene. The department published “Methodical instructions for conducting primary specialization in municipal hygiene” (K. 1985, 1991 (in Ukrainian) and others.

1985-1986. The department was instructed to teach propaedeutics of hygiene for students of the third course of the medical-prophylactic faculty. The name of the department was changed to “general and municipal hygiene” (Order No. 22 of 22.02.85). The area of study rooms and scientific laboratories of the department has increased. Within the 5 floors of the sanitary and hygienic building there were organized 7 training rooms, 10 scientific laboratories. The department is equipped with new modern devices. New staff have joined the team. In the staff of the department, together with Academician E.G. Goncharuk, associate professors I.L. Kurinny, S.I. Garkavy, Senior Lecturer M. Martsenyuk, Assistants Sanova A.G., Tkachenko I.I., Muzychuk N.T., Korshun M.M., Smagin G.V., Verpovsky O.M., Mashchenko O.P., PhD student Filatova I.M., 27 research assistants and teaching staff. Among them is Professor Lipatov T.E., Candidate of Biology. Tretyak N.P., graduates of the faculty Prokopovich O.S., Golubchikov M.V. and other. 7 new lectures were read to students, 7 new practical lessons on methods of studying the health of the population in connection with environmental pollution with the use of electronic computing students were introduced. For the same purpose, the staff of the department published a textbook “Study of the influence of environmental factors on the health of the population” (1989). The municipal hygiene program introduces new practical lessons on the study of the effects of water, living conditions, polluted atmospheric air and soil on public health.

E.G. Goncharuk at the lecture

According to the decision of the Rectorate in 1987/1988. The staff of the department is charged with providing a course on radiation hygiene for students of the faculty of sanitary and hygiene. The name of the department is changed to – “municipal and radiation hygiene” (Order No. 247 of 20.11.87). To improve the training of students in dosimetric control, new state-of-the-art radiometric instruments have been purchased, and a dosimetry laboratory is being created. The staff of the department is involved in the implementation of scientific topics related to the problem of elimination of the consequences of the accident at the Chornobyl Nuclear Power Plant (Chernobyl).

In connection with the reorganization of KMI at the Ukrainian State Medical University (UMMU) named O.O Bogomolets (Resolution of the CM of Ukraine dated 08.07.92, № 377) the department was reorganized into “general and municipal  hygiene (human ecology): Order No. 696-L of 08/18/94), and in 1995 the department was renamed to «municipal  of hygiene and human ecology» National Medical University (NMU) Bogomolets (Order # 183 of 11/20/95). The staff of the department begins to teach municipal  hygiene and human ecology to students of IV and VI courses of four medical faculties, interns, and from 2001-2002 work has started with subordinates of the medical-prophylactic specialty.

The system of postgraduate education requires that graduates of medical colleges have a one-year internship in a specialty. The number of hours provided by the program of the discipline for students of higher medical institutions of the IV level of accreditation “municipal hygiene and human ecology” for the study of discipline during study at the university is reduced to 216 hours during the IV and VI courses, of which only 24 lecture hours, 120 hours of practical classes and 72 hours of independent extracurricular work of the student, with the obligatory passing of the semester exam and the state practical-oriented exam on hygiene after the VI course. After receiving the diploma and being sent to the main place of work in the SES of the appropriate level of management, the doctor in the specialty “medical-preventive business” continues his education in the internship, after which he receives a certificate for the right to be called “doctor-specialist”.

For over 50 years, the department has been conducting comprehensive studies on the sanitary protection of surface and underground sources of drinking water from chemical and microbiological contamination. To this end, new effective structures have been invented for the treatment and purification of sewage and the disposal of their sludge, in particular wastewater from infectious hospitals, depots of toxic chemicals. The sanitary-microbiological criteria of hygienic assessment of the permissible value of contamination of enteroviruses, colifages and lactose-positive sticks of biologically treated sewage of settlements that are applied to agricultural irrigation fields for soil treatment are proposed. Hygienic efficiency of oligodynamic action of copper intensified by a low-gradient electric field for water disinfection is scientifically substantiated. With the purpose of sanitary protection of soil from chemical pollutants (ECH) and prevention, thus, emergence of acute and chronic poisoning among the population, under the guidance of Academician E.G. Goncharuk has developed the theory, methodology and schematic diagram of the normalization of ECH in the soil. The mechanism of occurrence of acute and chronic poisonings among the population on agricultural fields treated with pesticides is revealed and measures for their prevention, etc. are proposed. The experimental direction in pedagogical activity and scientific subject of the department becomes leading. Edited by Academician E.G. Goncharuk in 1995 the publishing house “Higher school” for students of higher medical educational institutions published a textbook “General Hygiene (Propedeutics of Hygiene)”, which in 1997 was awarded the State Prize of Ukraine in the field of science and technology, in 2000 the textbook was reprinted in Russian.

The staff of the department of municipal  hygiene and and Human Ecology, 2008

From 2008-2009, as mentioned above, the department was affiliated with the Department of Hygiene of Children and Adolescents and until March 2017 the department was called the Department of “Municipal  Hygiene and Human Ecology with Section of Hygiene of Children and Adolescents”.

The origins of childhood hygiene date back to the deep past of humanity. Having passed the empirical and scientific-experimental periods of development in the composition of hygiene, at the end of XIX beginning of XX century. the hygiene of children and adolescents is separated into a separate science, the purpose of which is to preserve and promote the health of both the individual child and the child population as a whole. In accordance with the social request – the need for training of medical personnel of the sanitary service, which was being created in Ukraine at that time – in 1923 a department of medical pedagogy headed by Professor O.V. Vladimirskiy was organized at the KMI. Changes in the name of the department to “Department of hygiene education” (1925) and “Department of school hygiene” (1935) due to the urgency of the tasks at that time that needed urgent solution – hygienic substantiation of the conditions of education and training of children of all ages, improving the level of health of children people. Since 1937 the department has been headed by associate professor A.G. Popovich (1901-1965). During 1944-1946 pp. The department was headed by student F.F. Erisman and G.V. Khlopin – Professor K.E. Dobrovolskiy. Significant contribution to the development of hygiene of children and adolescents, as a science and subject of teaching, made S.S. Poznansky (1894-1983) – Head of the Department of School Hygiene of the Kyiv Medical Institute in 1947-1962. Due to his high professionalism, erudition and dedication, the formation of a scientific school in Ukraine was initiated during this period. His students include scientists with world names: I.I.
