Admission Regulations to the PhD (Postgraduate) Program
at Bogomolets National Medical University in 2025
The Admission Regulations to the PhD (Postgraduate) Program at Bogomolets National Medical University in 2025 have been developed in accordance with the following legal acts of Ukraine:
The Law of Ukraine “On Higher Education” dated July 1, 2014, No. 1556-VII;
The Procedure for the Training of Applicants for the Degree of Doctor of Philosophy and Doctor of Science at higher education institutions (research institutions), approved by the Resolution of the Cabinet of Ministers of Ukraine dated March 23, 2016, No. 261;
The Order of the Ministry of Education and Science of Ukraine dated March 18, 2016, No. 523 “On Licensing Educational Activities at the Third Educational and Scientific Level”;
The Order of the Ministry of Education and Science of Ukraine dated November 6, 2015, No. 1151 “On the Specifics of Implementing the List of Fields of Knowledge and Specialties for Higher Education Training,” approved by the Resolution of the Cabinet of Ministers of Ukraine dated April 29, 2015, No. 266;
The Order of the Ministry of Education and Science of Ukraine No. 168 dated February 10, 2025, “On Approval of the Admission Procedure for Higher Education in 2025.”
- General Provisions
1.1 The Admission Regulations for PhD programs are approved by the Academic Council of Bogomolets National Medical University as an annex to the University’s General Admission Rules, in accordance with the national Admission Conditions for higher education institutions. These regulations are published within the established deadlines on the official website of the University.
1.2 Bogomolets National Medical University conducts educational activities at the third (educational and scientific) level of higher education in accordance with its license, in the following specialties:
I1 – Dentistry, I2 – Medicine, I4 – Medical Psychology, I8 – Pharmacy (by specializations), I3 – Pediatrics, I9 – Public Health, A1 – Educational Sciences, as approved by the University’s Academic Council (Table 1).

1.3 Doctor of Philosophy (PhD) training at Bogomolets National Medical University is carried out in postgraduate studies through full-time (daytime and evening) and part-time forms of education*, as well as outside of postgraduate studies (for staff who are professionally engaged in research or teaching and research activities as their primary employment at the University)**.
1.4 Admission to the PhD program is conducted on a competitive basis among citizens of Ukraine who have obtained a master’s degree (or the educational qualification level of specialist), or another complete higher education (in the case of specialties Educational Sciences or Public Health).
*Full-time (daytime) PhD students admitted under state-funded positions are entitled to receive a scholarship.
Evening time PhD studies do not provide a scholarship, and the applicant must be officially employed in their professional field.
Part-time extramural PhD studies are conducted on a contract basis, and full-time (daytime) studies may also be pursued on a contract basis.
** The training of Doctor of Philosophy (PhD) candidates at Bogomolets National Medical University outside of postgraduate studies is permitted only in limited cases, as defined by the “Regulations on the Procedure for Training PhD Candidates Outside of Postgraduate Studies at Bogomolets National Medical University.”
*** Admission of Ukrainian citizens to full-time PhD programs and assistantship-internship programs is exclusively under the state order.
**** Admission of Ukrainian citizens to full-time PhD programs funded by research grants received by the higher education institution (intended for the training of PhD students as part of scientific research projects) is carried out with the permission of the Ministry of Education and Science of Ukraine.
- Submission of Documents for Admission to the PhD Program
Announcement of Document Submission for Admission to the PhD Program at Bogomolets National Medical University
The announcement regarding the acceptance of documents for admission to the PhD program at Bogomolets National Medical University is published on the official website of the University.
2.1 Submission of documents is to the admissions committee in cooperation with the Department of Postgraduate and Doctoral Studies of Bogomolets National Medical University within the main application period (see Table 2).

The Unified Entrance Exam (UEE) is conducted by the Ukrainian Center for Educational Quality Assessment.
The UEE 2025 consists of two components:
A foreign language test (English, German, French, or Spanish – chosen by the applicant);
A General Academic Competence Test (GACT).
The Unified Entrance Exam in Research Methodology (UEEM) is a form of entrance examination for admission to PhD (Doctor of Philosophy) studies. It assesses the applicant’s level of preparedness for pursuing third-level higher education and is conducted by the Ukrainian Center for Educational Quality Assessment in accordance with applicable legislation.
2.2 To apply for admission to the PhD program at Bogomolets National Medical University, applicants must submit the following documents:
1) An application addressed to the Rector;
2) A motivation letter;
3) A personally completed personnel record card (CV form);
4) A certified copy of the master’s (or specialist’s) diploma with a transcript, indicating the obtained specialty;
5) A UEE (Unified Entrance Exam) certificate from 2025 with a minimum score of 150 points in each section. As an alternative, a UEE certificate from 2023 or 2024 is also acceptable if each section has a score of at least 150 points;
6) A UEE (Unified Entrance Exam in Research Methodology) certificate with a minimum score of 150 points;
7) A certified copy of the specialist certificate (internship completion) – for clinical research directions;
8) A certified copy of the employment record book;
9) Medical certificate form No. 086/o on health status;
10) A photocopy of the passport;
11) A photocopy of the taxpayer identification number;
12) A list of published scientific papers and inventions (if available);
13) A copy of a military registration document (military ID / temporary certificate for conscripts / conscription registration certificate) and an extract from Reserv+ – for those liable for military service;
14) A certificate signed by the Chairperson of the Society of Young Scientists and Specialists, confirming membership and active participation (if applicable);
15) Two photographs (3×4 cm);
16) Two envelopes with postage stamps valid within Ukraine.
The passport and originals of all documents (master’s/specialist’s diploma with transcript, specialist certificate, higher education diploma with transcript, exam certificates) must be presented in person.
Copies without original documents will not be accepted.
All documents must be submitted in paper folders.
- Organization of Admission to PhD Programs
3.1 For the admission of applicants to PhD (Doctor of Philosophy) programs, an admissions committee is established by the order of the Rector. This committee is responsible for organizing the submission of application documents, conducting entrance examinations, and implementing the competitive selection process for enrollment.
3.2 Only those applicants who submit all required documents on time, in accordance with the admission regulations, are allowed to participate in entrance examinations.
A prerequisite for admission to entrance examinations at a higher education institution (except for admission to assistantship-internship programs) is the successful completion of the Unified Entrance Exam in Research Methodology (UEEM) in 2025 and the Unified Entrance Exam (UEE) in 2023, 2024, or 2025, with a minimum score of 150 points in each section.
In cases specified by the official Procedure, an interview in a foreign language may be used instead of UEE results (both sections).
3.3. Special conditions for participation in the competitive selection for enrollment in a Doctor of Philosophy (PhD) or Doctor of Arts program include the right to participate in the selection process based on the results of a foreign language interview instead of the Unified Entrance Exam (UEE) for the following category of applicants:
Persons recognized as injured participants of the Revolution of Dignity, and combatants in accordance with the Law of Ukraine “On the Status of War Veterans and Guarantees of Their Social Protection”, including those currently performing military service (excluding conscripted service members) under the provisions established by the relevant regulations on military service by citizens of Ukraine.
Applicants who, by decision of the admissions committee, were denied registration for participation in the Unified Entrance Exam (UEE) (based on the decision of the regulatory commission at the regional center for educational quality assessment, made following a review of the applicant’s documents at the request of the registering admissions committee), due to the impossibility of creating special testing conditions, are granted the right to participate in the competitive selection process based on an interview in a foreign language instead of the UEE, provided that the following documents are submitted:
– a copy of the medical report in the form of primary medical documentation No. 086-3/o “Medical conclusion on the need to create special testing conditions for external independent assessment”, approved by Order No. 1027/900 of the Ministry of Education and Science of Ukraine and the Ministry of Health of Ukraine dated August 29, 2016, and registered by the Ministry of Justice of Ukraine on December 27, 2016, under No. 1707/29837;
– the copy must be certified by the signature of the secretary of the regulatory commission at the regional center for educational quality assessment and sealed by the regional center;
– along with the relevant excerpt from the minutes of the meeting of the regulatory commission.
Applicants who, in response to a request regarding the possibility of creating special conditions for taking the Unified Entrance Exam (UEE) received a refusal from the regulatory commission at the regional center for educational quality assessment due to the lack of organizational and technological capacity to provide such conditions, are allowed to participate in the competitive selection process based on an interview in a foreign language instead of the UEE, provided that:
– a corresponding excerpt from the minutes of the meeting of the regulatory commission at the regional center for educational quality assessment is added to the applicant’s personal record;
– along with a medical report indicating the need for special conditions for taking the UEE.
Persons with disabilities or children with disabilities who, in 2025, did not participate in the main or additional sessions of the Unified Entrance Exam (UEE) due to a disease or pathological condition included in the List of diseases and pathological conditions that may prevent participation in external independent testing, approved by Order No. 1027/900, are allowed to participate in the competitive selection based on an interview in a foreign language instead of the UEE, provided that they submit to the admissions committee of the higher education institution:
– a document (or a copy thereof) confirming the disability status of the person or child,
and
– one of the documents listed in subparagraph 1 of paragraph 2 of Order No. 1027/900, or a copy of such a document.
3.4. Enrollment of international applicants to PhD programs funded by individuals and/or legal entities is twice a year — on September 29 and October 27, within the timeframes specified in the Admission Regulations.
3.5. The list of applicants admitted to the entrance examinations is published on the official website of Bogomolets National Medical University.
The admissions committee may deny access to the entrance examinations if an applicant fails to submit the required documents within the established deadlines.
3.6. Entrance examinations to the PhD program at Bogomolets National Medical University consist of:
1) An entrance exam in the specialty, as an interview, based on the curriculum of the master’s degree level in the relevant specialty (І1 – Dentistry, І2 – Medicine, І4 – Medical Psychology, І8 – Pharmacy (by specialization), І3 – Pediatrics, І9 – Public Health, А1 – Educational Sciences).
2) A presentation of the applicant’s own research project, as an interview and scientific discussion (see “Entrance Examination Programs”).
3) For admission to doctoral studies (PhD degree), a prerequisite for participation in entrance examinations at the higher education institution (except for admission to assistant-internship) is the successful completion of the Unified Entrance Exam (UEEM) in Research Methodology in 2025, and the successful completion of the Unified Entrance Exam in a Foreign Language (UEFL) in 2023, 2024, or 2025, with a minimum score of 150 in each section.

3.6 The entrance examination results are evaluated with consideration of their respective weighting coefficients. The results of entrance examinations to the PhD program are valid for one calendar year.
3.7 Admission to the PhD program is only by competition, that one outside of the competitive selection process is not allowed.
3.8 Applicants who, without valid reasons, fail to attend at least one of the entrance examinations or receive an unsatisfactory grade are not allowed to proceed with further examinations or participate in the competitive selection.
3.8 Based on the results of the entrance examinations to the PhD program, the admissions committee makes a decision regarding each applicant in accordance with the procedure defined by these Admission Regulations.
3.9 Retaking entrance examinations is not permitted.
3.10 In the case of identical competitive scores, the following advantages are considered during admission:
Scientific publications (Scopus or Web of Science) – 15 additional points per article
Membership in the Society of Young Scientists and Specialists – 20 additional points
Patents or other scientific achievements – subject to evaluation by the admissions committee.
- Admission to PhD Studies
4.1 Based on the results of entrance examinations, the admissions committee makes a decision regarding each applicant according to the procedure defined by these Admission Regulations. The decision of the admissions committee on admission to the PhD program is approved by an order of the Rector of Bogomolets National Medical University, which is generated in the Unified State Electronic Education Database. The University informs the Ministry of Health of Ukraine about the decision of the admissions committee regarding enrollment in state-funded PhD positions.
4.2 Admission to the PhD program is formalized by an order of the Rector of Bogomolets National Medical University. A scientific supervisor is appointed from among the academic and teaching staff within one month from the date of enrollment, by rector’s order.
4.3 Submission of false personal data, inaccurate information about previously obtained higher education, passed exams, or published scientific papers by a PhD applicant constitutes grounds for rejection or expulsion.
- Funding
5.1 For citizens of Ukraine, doctoral (PhD) studies are funded either from the State Budget of Ukraine (within the framework of state planning) or by legal entities or individuals (on a contractual basis).
5.2 The number of PhD students whose education is funded outside the state budget, as well as the tuition fees, are determined by the Academic Council of Bogomolets National Medical University, taking into account the volume specified in the license under which educational activities are conducted at the third level of higher education.
5.3 Individuals who previously studied in a PhD program under the state order but did not defend their dissertation or were dismissed before completion may be readmitted to a state-funded PhD program only upon reimbursement of the funds spent on their training, in accordance with the procedure established by the Cabinet of Ministers of Ukraine.
5.4. Admission of Ukrainian citizens to full-time higher education programs for the Doctor of Philosophy (PhD) degree, funded by grants received by the higher education institution for scientific research that includes the training of PhD students, is by the permission of the Ministry of Education and Science of Ukraine.
