THE UNION OF RECTORS AT HIGHER SCHOOLS SPOKE IN DEFENSE OF RECTOR KATERYNA AMOSOVA IN OPEN LETTER TO POWER STRUCTURES
On 17, January, 2018 in Taras Shevchenko Kyiv National University during the meeting for Union of rectors at higher schools in Ukraine with participation of the first deputy Minister of education and science of Ukraine Volodymyr Kovtunets, the rectors at leading higher schools of Ukraine signed the appeal to the General Prosecutor of Ukraine Yurii Lutsenko to support in defense of the right at rector Kateryna Amosova and warranties for academic democracy at O.O. Bogomolets National Medical University.
Volodymyr Kovtunets reported about reform in procedure to finance the higher education and main plans of implementation for 2018-2019. He emphasized that there is the need for complex reformation of economical relations. In particular, financing due to a number of students, specialties and degrees of education, results from activity; financial autonomy through acquisition of status of non-profit establishments, extension in property rights and opportunities “to earn money”.
The speeches widely discussed the issues about economical activity and financing of higher education, first of all, provision with financial autonomy, improvement in management of higher school, changes into codes and laws, problems of public procurements. It was emphasized that it is necessary to deepen the cooperation of Union with Ministry of Education and Science of Ukraine in development of rational proposals as to implementation of Law of Ukraine “About Education” in the part of economical and financial relations in the sphere of higher education. As a result from discussions they took the decision to establish the work subgroups, which will develop the concrete program for improvement of higher education.
The academic community told that one of the main issues was the worry about slanderous campaigns in mass media against higher schools and higher education in Ukraine in general. In particular, the Union of rectors supported professor Kateryna Amosova – first rector of O.O. Bogomolets National Medical University, who was elected by academic community at open and transparent election.
