RESOLUTION BY SCIENTIFIC PRACTICAL CONFERENCE “HIGHER MEDICAL EDUCATION: MODERN CHALLENGES AND PERSPECTIVES”
3-4, March, 2016, c. Kyiv.
1. To appeal to MHC of Ukraine and MES of Ukraine with request to initiate the petition to the Cabinet of Ministers of Ukraine about introduction of changes into decree from Cabinet of Ministers of Ukraine No 266, dd. 29, April, 2015 “About approval of list for spheres of knowledge and specialties, according to which the recipients of higher education are trained” in the sphere of knowledge “Health care” (sphere code 22):
– sphere of knowledge “Health care” (sphere code 22) shall be added with specialty “Public health, preventive medicine”;
– specialty “Medical and psychological rehabilitation” (No 225) shall be replaced with “Medical psychology and rehabilitation”.
2. To perform the constituent meeting with all Ukrainian professional associations in order to unite and to involve them into established “All-Ukrainian Association of public health’ to join to European professional association in this sphere.
3. To initiate the revision of rates for load and calculation of regular teachers, who work with interns according to existing requirements in Law of Ukraine “On higher education” at MHC of Ukraine and MES of Ukraine.
4. To initiate the revision and update of lists for practical skills of doctors and pharmacists at MHC of Ukraine.
5. To appeal to the Ministry of health care as to establishment of university clinics in each higher medical school (postgraduate facility) as an important component for reformation of health care system in Ukraine.
6. To initiate the petition at the Ministry of health care of Ukraine as to introduction of amendments into the order from MHC of Ukraine, dd. 05, June, 1997 No 174 “About approval of Regulations about clinical medical preventive health care facility”, in relation to settlement of mutual relations between medical preventive facilities and clinical departments of HM(P)S, to add section 2.5 “A head at department of clinical facility” Section 2 “Management of clinical facility” with the following subsection “A head at department of clinical facility on agreement with rector (director) of higher school that carries out the training of specialist due to specialties in spheres of knowledge “Medicine” and “Pharmacy” of III, IV accreditation levels (postgraduate facility, scientific research facility) may occupy the post of employee at corresponding clinical department on part-time basis”.
7. To appeal to MHC of Ukraine with the proposal to approve the Regulations about academic honesty, developed by O.O. Bohomolets NMU as a typical one for HM(P)S of Ukraine after public discussion.
8. To support the appeal by rector in NPAU V.P. Chernykh to the name of director in Testing center for professional competency of specialists with higher education in training directions “Medicine” and “Pharmacy” at MHC of Ukraine as to preservation of status “pilot” for licensing integrated exam “Krok” for students of extra-mural courses for 3 years.
9. To develop the methodical guidelines for teachers at HM(P)S of Ukraine “Methodology of teaching the academic disciplines at higher medical schools pursuant to competency-based approach”.
10. To implement different forms for advanced training of teachers at HM(P)S of Ukraine (full time, full time – extra mural, online study mode).
11. To establish the interuniversity initiative group on development of draft “Regulations about academic mobility in medical education”.
12. To develop the general mechanism and regulatory legal support for provision with inner mobility (within Ukraine), taking into consideration the possibility for choice of academic subjects, mutual enrollment of hours (credits), financial support; on harmonization of approaches to implementation of typical curricula on training of specialists in the sphere of knowledge “Health care”. To submit the prepared draft “Regulations about academic mobility in medical education” to MHC of Ukraine.
