THE MEMORANDUM ABOUT COOPERATION WAS SIGNED BETWEEN NMU AND INTERNATIONAL ORGANIZATION «MANAGEMENT SCIENCES FOR HEALTH» (USA)

The meeting of rector in O.O. Bohomolets NMU Kateryna Amosova and director in project “Systems for Improved Access to Pharmaceuticals and Services” (SIAPS) Juanita Folmsbi took place on 2, March, 2015 in administrative building of university.
The head at department of health care management, Doctor of Medicine, professor V.D. Pariy and senior teacher at department of health care managements, Candidate of Medicine, T.M. Dumenko, senior councilor of project on issues about pharmacological supervision and rational use of medicine O.A. Lebega also took part in the event.
During the meeting they discussed the issues about cooperation of University and the project in order to improve the access of citizens of Ukraine to medicines through improvement of National list of the main medicines.
As a result from the meeting the parties signed the Memorandum about mutual understanding, defined the responsible persons and agreed further steps in joint activity.

The “Systems for Improved Access to Pharmaceuticals and Services” (SIAPS) – this is the project that is implemented under financial support from U.S. Agency for International Development (USAID). The project aims to improve the access to qualitative medicines and efficient pharmaceutical services through consolidation of health care system in order to achieve the positive and stable results of treatment process.

The technical experts for SIAPS Project work with the specialists both at local and national level, rendering the technical support at development and performance of events that shall cause to approval of rational state policy in the field of medicines circulation, more efficient pharmaceutical management, improvement of regulatory systems, grounding the necessary financing, provision with quality and safety of medicines. The project is implemented in a number of countries in Africa, Eastern Europe, Latin America and the Caribbean countries, as well as Middle East. The concept of the project is based on foundations of global initiative by US government in the sphere of health care, which means the consolidation of health care system in the countries that take part in the project, as well as assists to increase of their responsibility and stable development.

SIAPS Project in Ukraine aims to provide with availability of qualitative pharmaceutical products and efficient pharmaceutical services, directed to achieve the desired results by patients in the country, patients with HIV, AIDS and tuberculosis. SIAPS the approaches to strengthen the health care system, creates the local organizational and individual potential, as well as develops the strategic partnerships to improve the use, accounting and access to vital medicines and medical products with warranted quality for support of top priority services in Ukraine. SIAPS approach to consolidation of pharmaceutical system is directed to strengthen the main components of pharmaceutical management. Among them:

– Managing the supply chains of medical products, including the gods for tuberculosis and HIV/AIDS (forecasting and planning the supplies, procurement, storage and distribution, as well as monitoring for prices and information registration systems of patients that provide with the qualitative, timely data that can be used to take decisions).

– Pharmaceutical services (rational use of medicines to treat tuberculosis and HIV/AIDS, systems of pharmacological supervision to guarantee the safety for medicines and coordination of pharmaceutical systems for clients with mixed infections).

– Controlling the pharmaceutical management (pharmaceutical policies, legislation and standards, transparency and reporting).
In October 2014 SIAPS Project in Ukraine received the mandate and means to render the technical assistance to the government of Ukraine to develop the mechanisms for improvement of efficiency and transparency in system of state procurements of medicines. Within this activity the Project sets the tasks to render the technical assistance as to:
• revision of the List of vital medicines using the best international expirience and its implementation as a basic one while making the state procurements of medicines;
• performing the actions to implement the framework agreements into practice of medicines procurement;
• increase in potential of public sector in issues about monitoring of prices for medicines.
