LECTURES BY PROFESSORS FROM ARIEL UNIVERSITY

Professors from Ariel university (Israel) – pro-rector on scientific work Albert Pynkhasov and Doctor Yan Kaganov read the lectures about peculiarities for Israel health care system and medicine for students and teachers on 29, March, 2016 in sanitary hygienic building of O.O. Bohomolets National medical university.

Let’s remind that on 20, April, 2016 O.O. Bohomolets NMU and Ariel university signed the Memorandum about mutual understanding, as well as emphasized the ways for cooperation.

Within the Memorandum it is planned to implement the program of double diplomas in specialty “Management in health care”, performance of joint researches by scientists from both universities; issue of scientific publications; establishment of joint public health programs. Besides, the agreement anticipates the wide opportunities for academic exchanges that will assist to enrichment with experience and intensification of cooperation process between higher schools in both countries.

The first step within cooperation with O.O. Bohomolets NMU under support of Israel cultural center and its director Olga Polischuk was the visit of lecturers from Ariel university. Yan Kaganov and Albert Pynkhasov read two lectures on topics “Family medicine in Israel and administration of medical establishments” and “Personalized medicine – clinical and scientific perspectives”.

The health care system and level of medicine in Israel are considered to be one of the most leading in the world. It is confirmed by public health index and average life duration of residents, which is now 83-84 years. As well, the children’s death index is the lowest in Israel in comparison with the whole world.

The medical systems of Israel as in many European countries act pursuant to the principles of family medicine. According to the words by Yan Kaganov, a family doctor in Israel is almost a family member, a keystone of medicine. The lecturers mentioned that the peculiarity of Israel health care system is that it is based on state medical insurance, which guaranty the right to receive the medical service through hospital insurance offices to all residents in the country. As well, the professors from Ariel university told about operation of hospital offices, in Israel there are four of them – Klalit, Meuhedet, Leumit and Makkabi.

During the lecture the specialists from Israel mentioned the laws, which the state uses in the sphere of medicine – “About rights of patients”, “About health of people”, “About state medical insurance”. A patient is a central figure of treatment process in Israel. This is confirmed by the law about rights of patient, which along with the law about state health insurance defines the legal frameworks for interaction of patient and health care sphere in the whole.

O.O. Bohomolets National medical university will further cooperate with the leading universities in the world to share the experience in the sphere of medicine and to establish its qualitative health care system as according to the conclusion by WHO: “the degree for orientation of state and its institutions to improvement of public health, reformation and development of health care system is one of the main indices for development of the state, its civility and competitiveness.
