NEGOTIATIONS ABOUT ESTABLISHMENT OF UNIVERSITY CLINIC
The meeting of administration in O.O. Bohomolets National medical university and work group of representatives from SE “Republican clinical hospital” of MHC of Ukraine was held on 5, March, 2015 at assembly hall in Ministry of health care of Ukraine with participation of minister Oleksander Kvitashvili and deputy minister – head of administration Alyona Tereschenko.
The rector of University professor Kateryna Amosova in her presentation grounded the expediency in establishment of multi-field clinic (Medical center), explained what the establishment of such university clinic will benefit in comparison with existing situation. The deputy director in Dental medical center of NMU Mariia Lukianets reported about expirience in staying this clinic in the composition of University during ten years.
The heads of clinic and members in initiative group, who represented the part of the collective, took part in discussion of proposal about establishment of university clinic on the base of SE “Republican clinical hospital”. In particular, the head at department of anesthesiology and intensive care A. Bondarev mentioned that the collective had not received the sufficient information about re-structuring, that the meeting with the whole collective had not been performed; they were concerned about absence of provision about university clinic, approved by MHC, there were possible risks for staff reduction.
Rector K. Amosova: “I have not received any oral and written questions, and while speaking with the heads of departments that work on the base of the clinic I had the impression that there were contradictions in the collective. I have given the written warranties for preservation of the whole collective of clinic, assigned patients and perspectives for development (reinforcement of material base at the expense of special fund, enlargement of cooperation with insurance companies, etc.) in address to the collective of clinic and presented in my presentation. As it concerns “The provision about university clinics” it means the transfer of district, city and regional hospitals into other subordination and does not relate to our case when both the University and Republican clinic report to MHC of Ukraine. We have the precedent for reorganization of dental polyclinic into Dental center of NMU through the order from MHC of Ukraine, which M. Lukianets showed in her presentation”.
The eligibility of such way was testified by deputy minister A. Tereschenko, who emphasized the advantages for union with NMU for collective of hospital under conditions of future payment for patient and not for bed and mentioned that both establishments, being in state ownership, may rely on MHC of Ukraine as a guarantor of future arrangements.
It was important for administration of MHC to give the possibility to concerned parties to receive the answers to urgent questions that was achieved at this meeting, which demonstrated the level of mature partnership, at which the interests of both parties were completely taken into consideration. The minister of health care of Ukraine Oleksander Kvitashvili emphasized: “Today you have the excellent opportunity to create the modern medical center using the applied science, powerful learning base for future doctors and a wide range of medical services as, in addition to state financing, the establishment will receive the huge investments from university”.
