PUBLIC DISCUSSION ON TOPIC “SYSTEM OF EXTREME MEDICAL AID IN UKRAINE”

The public discussion on topic “System of extreme medical aid in Ukraine: problems and perspectives” took place on 28, October, 2015 in morphological building of O.O. Bohomolets National medical university.

The event was held with participation of representatives from Ministry of health care, students’ community, public and occupational scientific representatives of medicine. The key thesis for discussion was the issue on work of system for extreme medical aid and medicine of catastrophes, as well as the definition and perspectives for implementation of strategy for reformation and development of service.

The chairman in Public council at Ministry of health care Maksym Ionov expressed the wishes for fruitful cooperation to the participants in the meeting. He reminded that the provision of patients with qualitative medical aid is the top-priority direction for strategic planning of health care policy, which among other things anticipates the improvement in function of medical sphere according to improvement of quality in extreme medical aid and medicine of catastrophes.

The Deputy Minister of health care of Ukraine Viktor Shafranskyy is sure that the work in the sphere of extreme medical aid will have the result only when a common citizen feels the improvement on itself. For that, the top-priority task is to establish the Operative-dispatching services in each regional center of the country. The equipment for such centers had been purchased, and Vinnytsia regional center of extreme aid and medicine of catastrophes, which may be considered as the sample of qualitative work, shall become the first one, where the operative dispatching service will start acting. Viktor Shafranskyy mentioned that only joint efforts and exchange of experience will allow implementing this project.

O.O. Bohomolets National medical university, on which basis the Institute of advanced study was established, responsibly treats the issues on rendering the extreme medical aid. As the pro-rector on scientific pedagogical, treatment work and postgraduate education, professor at department of otorhinolaryngology at NMU Oleksadner Naumenko mentioned, the university pays the great attention to improvement in level of training for medical students.

The director in the Institute of advanced study, assistant professor at department of surgery at O.O. Bohomolets NMU Yuriy Kuchyn thinks that it is necessary to reduce the level of academism in the area of rendering the extreme medical aid. According to his words, the courses of practice have already been changed for students of university, the doctors-interns have it at ambulances and study to act under extreme conditions, as the emergency aid is the school of life. It is also necessary to pay more attention to the increase in composition of specialists for teaching work. The most important thing is the passage through trainings and receipt of international certificates, which will improve the qualification of staff and quality in rendering the medical aid to the world standards.

The following persons also took part in participation: Viktor Serdiuk, chairman in all-Ukrainian Council for defense of rights and safety of patients; Georgiy Roschyn, director in Ukrainian scientific practical center of extreme medical aid and medicine of catastrophes; Inna Olifirenko, deputy chairman in Public board at MHC of Ukraine, curator of direction for public health, Oleh Sidak; deputy chief doctor in operative work at Vinnytsia regional center of extreme aid and medicine of catastrophes.

The participants came to the conclusion that now the need in modernization of system of extreme medical aid taking into consideration the modern circumstances is obvious. This process will include not only the reorganization of all involved services – medical, public order protection, traffic rules, material technical provision, as well as compulsory study of medical students and civil population with principles for rendering the pre-medical and pre-hospital aid.
